time when, by the laws of the United States, he may become a citizen thereof, nothing in this proviso contained
shall prevent him from transmitting or transferring his said property be descent or devise to any issue he may
leave residing within the United States, who is hereby declared capable in law to hold the same, or to any other
person, being a citizen of the United States, and capable in law to hold the same."
    The bill for the relief of Frederick Saler, of Frederick county, was read the second time and will pass with
the proposed amendments.
    Amendments proposed.  Strike out from the last word "and" in the seventh line of the first page to the word
"congress" in the eleventh line of the same page, both inclusive.  Strike out from the word "acquired" in the
second line of the second page to the end of the bill, and insert " provided always, that nothing in this act contained
shall in any manner defeat or affect any right, title or claim to the said property, or any part thereof,
acquired or prosecuted by any person or persons whatever before the passage of this act; and provided also, that
unless the said Frederick Saler shall, on or before the first day of June next, proceed according to law to make
himself a citizen of the United States, this act shall have no effect to confirm his title to the property above mentioned,
nor shall he, or any person claiming under him, derive any benefit under this act; but if the said Frederick
Saler shall die before the time when, by the laws of the United States, he may become a citizen thereof,
nothing in this proviso contained shall prevent him from transmitting or transferring his said property by descent
or devise to any issue he may leave residing within the United States, who is hereby declared capable in law to
hold the same, or to any other person, being a citizen of the United States, and capable in law to hold the same."
    The resolution in favour of James Hodges, was read the second time and assented to.

The senate adjourns till to-morrow morning 10 o'clock.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    The clerk of the house of delegates delivers a bill, entitled, An act for the relief of sundry insolvent
debtors, endorsed; " By the house of delegates, December 5, 1800:  Read the first time and ordered to lie
" on the table.

A bill, entitled, An act authorising James Bowdle, late collector of Talbot county, to complete his collections,
endorsed; " By the house of delegates, December 4, 1800:  Read the first and ordered to lie on the table.

" By the house of delegates, December 6, 1800:  Read the second time and will pass.

A bill, entitled, An act to make valid a deed of conveyance from Moses Jacques, of New Jersey, to Thomas
Purnell, of Walton, of Worcester county, endorsed; " By the house of delegates, December 6, 1800:  Read
" the first time and second time by especial order and will pass.
                                                            " By order,                                                    W.  HARWOOD, clk."
A bill, entitled, An act to authorise the laying out a public road from the ford on the Little Falls of Gunpowder,
near a mill known by the name of the Dutch Mill, to intersect the York road near Josiah Hitchcock's old blacksmith's
shop, in Harford county, a bill, entitled, An act for the relief of John Woodall, of Kent county,
severally endorsed; " By the house of delegates, December 9, 1800:  Read the first and second time by especial
" order and will pass.
                                                            " By order,                                                    W.  HARWOOD, clk."
    Which were severally read the first time and ordered to lie on the table.
And a petition from Andrew Price, of Talbot county, praying an act of insolvency, endorsed; : By the house
" of delegates, December 9, 1800: Read and referred to the consideration of the senate.
                                                            " By order,                                                    W.  HARWOOD, clk."
Which was read and ordered to lie on the table.
    The further supplement to an act, entitled, An act for the relief of the poor of Calvert county, the additional
supplement to an act, entitled, An act to streighten and amend the public roads in Harford county, and
for other purposes, the further supplement to an act, entitled, An act to streighten and amend the public roads
in Harford county, and for other purposes, the amendments thereto, the bill for the relief of William Works,
of Cæcil county, the amendment thereto, the bill for the relief of Frederick Saler, of Frederick county, the
amendments thereto, the resolution in favour of Rachel Shipley, the amendment thereto, the resolution in
favour of Martha Howard, and the resolution in favour of James Hodges, were sent to the house of delegates
by the clerk.
    The senate proceeded to the reconsideration of the resolution in favour of John B. Onion, and after hearing
evidence at the bar on the part of the petitioner, the question was put, That the senate assent to the said resolution?
Determined in the negative.
