NEWS RELEASE ON READINESS FOR HOLIDAY DISORDER
July 3, 1968
Governor Agnew today directed General George Gelston, the State
Adjutant General, to alert National Guard units to be in a high state
of readiness over the 4th of July holiday weekend.
The Governor acted after receiving persistent reports of possible
trouble over the holiday. "I have notified General Gelston and other
law enforcement officials to act quickly and firmly to put down any
disorder, " the Governor said. "I sincerely hope that Marylanders
will have a happy and safe holiday, but we will be ready to meet any
situation that might develop. "

Governor Agnew announced today that the State will allow all stu-
dents whose parents are receiving welfare payments to keep their
entire paychecks from summer employment without affecting the
welfare allotment.
The Governor noted that this departure from the traditional prac-
tice was in line with the Federal government's new work incentive
policy. The Department of Health, Education and Welfare notified
Maryland's Welfare Department on July 5, 1968, that dependent
children who are students and able to obtain summer jobs would be
allowed to keep their entire take-home pay. This is a broadening of
HEW's previous policy which allowed working children to keep only
$50 of their monthly paychecks.
