(Appointments)
Q. Governor, are you planning to replace Mr. Doherty as Chair-
man of the Workmen's Compensation Commission?
A. I haven't made any decision about that particular appointment
yet, but I know it is imminent and it is receiving my thought at the
moment. I should have some word on that before too long.
(Judge Bowie Matter)
Q. Do you have any comment on the report that you have received
about Judge Bowie in Prince George's County?
A. I still have the Bowie matter on my desk. I have looked at the
transcript of what was said and I am considering making some state-
ment about the case. My reluctance to jump headfirst into these
waters is dictated by my regard for the separation of powers and
recognition that this is a judicial matter. It has received, to some
extent, at least by the Judicial Disabilities Commission, a decision.
It worries me; I'll put it that way. The general impression of not
only what was said but how it was received worries me, and I fee]
that I want to think about it some before I decide whether I am going
to say anything. It's very important, I think, for the people of this
State to have faith not only in the Governor as a person who en-
forces the law, but as someone who sets the moral tone of the State
and I will continue to examine the record in this matter and to do
some more thinking on it before I decide whether I am going to
make a public statement on it or not.
(On the Vice Presidency)
Q. Governor, returning to a warmer climate — at the recent Gov-
ernors' Conference in Palm Beach there were news reports that you
were being touted by many of the governors and others at the con-
ference as a potential vice presidential candidate or as vice presidential
timber. Would you be open to a draft at the national convention?
A. No. First of all I don't think that there is anybody who has not
been mentioned as a potential vice presidential candidate, or certainly
as being vice presidential timber, and I don't take this too seriously.
I am not under any circumstances a candidate — would not accept
such a nomination if it were offered — and I guess that lays it to rest
completely.

Q. Governor, on City-State financial matters, if the City found that
it had to raise the property tax back up again and also found that it
would still need a special onetime-only grant from the State for a
