MUSTERS.

    1.  Every Colonel, Lieut. Colonel, Major or Captain,
Commissioned by the Governor, shall Muster and
Train the Militia within their respective Divisions, at
such Places and Times as to them shall seem meet.
1715, ch. 43, §. 1.
    2.  Notice shall be given of such Muster, by the Officer
at the Head of his Company, or by an Officer sent
to the House of the Party, or by Warrant under his
Hand.  Ibid
    3.  Persons (after such Notice given, or Summons
sent) neglecting to appear, or refusing, on Appearance,
to serve, or not bringing a serviceable Gun, with Six
Charges of Powder, shall forfeit 100 lb Tobacco, to
be applied to the Use of the Troop or Company, for
purchasing Drums, Colours, &c. at the Discretion of
the Field Officers in the County.  Ibid.
    4.  If the Persons sinable be a Servant, hindered by
his Master, Mistress or Overseer, then shall such Master,
&c. pay the Fine.  Ibid.  But no Servant shall 
be enlisted, unless upon such Emergency as shall be adjudged
by the Field Officers of the County.  1733,

ch. 7, §. 11.  And no White Man, employed in any
Manner about Iron-Works, unless he be also employed
in making Tobacco, shall be obliged to attend at Musters,
unless upon very extraordinary Occasions.  1732,
ch. 17, §. 2.
    5.  Every Trooper neglecting to appear at Muster,
on Notice given, accoutered according to Law, (see
Troopers, 2.) shall forfeit 100 lb Tobacco to the Use
of the Troop, for purchasing Trumpets, Colours, &c.

    6.  On Representation of the Head Officer in the
Field, at any Muster, that any Person, not exempted
by Law, shall not have appeared according to Warning,
any Two Field Officers of the County may summon

the Delinquent or others concerned; and, on
Hearing and Examination, may award Execution against
Body, Goods and Chattels of Persons neglecting,

refusing or failing; or may execute them, as shall be
most agreeable to the Intent of the Militia Law of
1715, ch. 43.  And any Person by them summoned
and not appearing, may be adjudged by them as on
Default.  1722, ch. 15.  See also 1715, ch. 43, §. 2.
    7.  An Account of all such Forfeitures, shall be
kept by the Clerk of such Troop or Company; and
the Clerks and Sheriffs of each respective County, shall
Issue and Serve all such Executions without Fee or Reward.

    8.  Every Captain, Lieutenant, Cornet or Ensign,
refusing or neglecting to appear at Musters, shall forfeit
200 lb Tobacco for every such Refusal or Neglect,
to be adjudged and levied as aforesaid.  And the Majors
of every County, shall render an Account of all
such Fines, to the Governor and Council yearly, on
Forfeiture of 500 lb Tobacco; to the Uses aforesaid,
to be adjudged and levied by the Colonel or Lieutenant
Colonel, by way of Execution as aforesaid.  Ibid.  §. 20.
    9.  Persons inlisted in the Militia, shall behave themselves
at Musters Decently, and in a Manner suitable
to the Attention and Care requisite in such Exercise,
on Penalty of 100 lb Tobacco, or 10 s. Currency for

every such Misbehaviour; to be determined by any
Two Field Officers of the County, and by them certified
to the County Clerk; who shall issue Execution
for the same.  And the Penalty levied thereon shall be
paid by the Sheriff, to the Governor, once every Year,
for the Purchase of Arms and Ammunition for the 
Use of the Regiment in that County.  And the Sheriff
or Coroner shall have 30 lb Tobacco for Serving
such Execution, besides Imprisonment Fees, or Fees
on the Sale of Goods; and the County Clerk 6 lb Tobacco
for issuing the same.  1733, ch. 7, §. 9 and 12.
    10.  Persons attending Musters, shall be exempted 

from all Arrests in Civil Causes, as well going to, as
coming from, the same, during the Space of 24 Hours,
every such Time of Muster.  1748, ch. 1.
    11.  No Arms or Ammunition shall be Pressed, except
for Training; and for all other Services shall be
furnished out of the County Magazine.  1715, ch. 43,
§. 2.  But Arms and Ammunition may be Pressed by
the Press-Masters, on special Order of the Governor.

NATURALIZATION BILLS.

    1.  The Fees for Naturalization Bills, and other Private
Laws, shall be such as shall be allowed and adjudged
in the several Assemblies in which they are
passed. 1704, ch. 74, §. 2.
    2.  Persons presuming to exact more, shall forfeit
2000 lb Tobacco; One Half to the Support of Government,
the other Half to the Party grieved.  Ibid.
§. 3.

NAVAL OFFICERS.

    1.  ----Shall administer an Oath to every Master of
a Tobacco Ship, as to the Quantity and Quality of

his Lading; and on the Master's Refusal of such Oath,
or on Suspicion of Fraud, may enter on board and
Search.  1704, ch. 42, §. 5.
    2.  ----Shall procure at the County Charge, and
affix in their several Offices, Copies of the Act requiring
