Thursday 20th. April 1786

The Council met.

Present His Excellency William Smallwood Esquire.

The Honorable Jeremiah Townley Chase

James Brice

Gabriel Duvall

John Kilty

Samuel Turbutt Wright Esqrs.

Richard Ellis resigns his Commission of Surveyor of Caecil County
by Letter dated the 14th. Instant.
The Council adjourned 'till 4 o'clock.

The Council met.

Ordered that the following Letter of Resignation from Gabriel
Duvall Esquire be inserted.

Annapolis 20th. April 1786

Sir,

Entertaining the Opinion that the late Act to vest certain
Powers in the Governor and Council, is repugnant to the Constitu-
tion and Form of Government of this State, I cannot consistently
continue any longer a Member of the Council. You will be pleased
to notify my Resignation to the honourable Board, over whom you
preside.

The Board proceeded to the Appointment of a fit Person to solicit
and receive before the first Day of January 1787 on the Behalf
and Credit of this State Loans of Current Money on Tobacco in-
spected since the 1st. of April 1785 not exceeding Thirty thousand
pounds in Current Money and three thousand hogsheads of Tobacco
under the "Act to vest certain Powers in the Governor and the
Council" when Daniel of St. Thomas Jenifer Esquire was appointed.
