[Circular. Council To the Lieutenants of Baltimore, Frederick &
Montgomery, varying the Number of the two last, to 50 Men.]
We request you to order out immediately, 100 Militia of your
County as Part of a Guard of 200 Men, to be placed over the Prison-
ers confined in Frederick Town, who are at present guarded by the
Select Militia, whose Tour of Duty will expire the 10th Instant. In
ordering out the Number allotted to your County, it is our Wish
you would attend to the Convenience and Inconvenience of the
People, and select those who will suffer the least by leaving their
Homes. They are to serve two Months from the Time they arrive at
Frederick Town and, when that Term expires, you will order out an
equal Number to relieve them, unless in the mean Time we obtain a
Guard of Regulars to ease the Militia, for which we shall make Ap-
plication to his Excellency Genl Washington immediately and will
inform you of the Result.

Tuesday 4th December 1781.
Benjamin Stoddert Esqr elected a Member of the Council attended
produced a Certificate of his Qualification and took his Seat
Ordered that the Commissary of Stores deliver to James Friend
late a Soldier in the 2d Regiment, one Coat, one vest, two shirts, one
pair Breeches, one pair Stockings, one hat and one pair Shoes in part
of Clothing due him also Levi Scott and Nathan Hull, soldiers in the
Maryland Line, each, one suit of Cloaths, one shirt, one pair Shoes,
and one pair Stockings and to Joseph Smith one pair Breeches and
one pair Stockings.
That the western shore Treasurer pay to Joseph Wilson, eight
pounds, nine shillings and nine pence of the Bills emitted under the
Act for the Emission of Bills of Credit &ca of the money appropri-
ated for the present Campaign, due him per Account passed by the
Aud. Genl.—
That the said Treasurer pay to Colo Nathaniel Ramsey Two hun-
dred and seventy five pounds of the same Emission, of the money
appropriated for the Defence of the State on Acct
That the said Treasurer pay to Gabriel Duvall, one hundred &
fifty pounds of the same Emission, of the money apd per Acct passed
by the Aud Gl.

Ordered that the western shore Treasurer pay to Capt Francis
Speake, five hundred and forty eight pounds, seven shillings and
seven pence, specie agreeable to the Act to adjust the Debts due from
this State per Certificates passed by the Depy Aud. —
That the said Treasurer pay to Capt Levin Kirkman, two pounds
ten shillings and two pence, of the Bills emitted under the Act for
the Emission of Bills of Credit &ca of the money appropriated for
