xiv Preface.

hostility was displayed toward Eden personally, the rancor being con-
centrated on the members of the Upper House and the higher officials.

The contention was not now over the fees, but over the legality of the
proclamation, and was carried on with great bitterness in the Gazette,
Daniel Dulany and Charles Carroll distinguishing themselves on op-
posite sides of the question. No new bill was passed, and the Province
continued under the old tariff until the Revolution.

The opinions of the English lawyers sustain Eden's action; and in-
deed it is hard to see how he could have acted otherwise.
