Southward of any Settlement yet made by Pennsylvania the Lib. X. said Commissioners of Property at first refused the Grant lest it might occasion misunderstandings and disputes between the two Governments but the parties concernd having repeated their application with great Importunities did at last with the Assistance of Henry Holingsworth then Surveyor for Chester County prove to the Commissioners that the whole Tract of Nottingham by them demanded and afterwards possesd lay to the Northward of that Line from the Mouth of Octeraroe which the said Char Lord Baltimore himself had fixed as his Boundary to the Northward, and some of the Commissioners themselves being of the number of those who had accom panied Mr Pen from Maryland to Conestogoe in the year 1700 as is above related and very well remembering the above mentioned particular expressions which passed between Mr Pen and the Gentlemen of Maryland at Octeraroe Ford they Could not but think themselves as they still do very safe and p. 69 Justifiable at that time in Granting the said Tract of Land which was immediately setled by a Considerable number of people from Chester County afd without any molestation or Objection from Maryland whatsoever but as the Successful and speedy improvemt of the Pennsylvanians at Nottingham doubtless gave some Cause of Envy upon which the late Mr Charles Carrol then Agent for the Lord Proprietary of Mary land procured as it is said a very large Quadrant to be sent from England in Order to take a more exact Observation of the Latitude thereby to extend further if possible the above mentioned Northern Limits of that province a very great Noise was made about some Observations that had been endeavoured to be taken by the said Mr Carrol at the Head of North east River from which he pretended to extend the Northern Boundaries of Maryland considerably beyond what either the said Charles Lord Baltimore had himself fixed or any person in his Behalf had ever as yet Claimed But the said Astronomical Observations being as it was supposed sent by Mr Carrols Order to James Logan Agent for Mr Pen at Philadelphia as being a person not unskilled in such matters Mr Logan very carefully examined the perfor mance but found them so much out of the way even in the Calculation of the Suns Declination as varied thefr work at least ten minutes which Mr Logan by a Letter under his hand to Mr Carrol offered to prove by repeating the Observation with the same Instrument under the penalty of forfeiting its Value
