Concerning Ground Leaves
It is Enacted and Declared in the Name of Highness the
Lord Protector of England & And by the Authority of this
present Generall Assembly that after this present year or the
first of June next Ensuing the publication of this Act, That no
Ground Leaves or Second Crops of Tobacco be made within
this Province. And whosoever Shall be found Culpable of the
Same, and Shall pack it in any Hogshead or any other Caske,
or by any other wayes or meanes shall beguile or deceive any
thereby, Shall for Every Hogshead or Caske wherein any
Ground leaves or Second Crops be found either by themselves
or amongst other Tobacco. For a ffine shall pay one thousand
pounds of Tobacco and Caske for Every Hogshead or Caske
so packt, and Sufficient proofe made thereof one half of the
aforesaid fine to be payable to any that shall informe and the
other half for the publique use of the County where Such
offences are Committed
